Direct the administration of comprehensive and complex human resource programs, services, and functions which include: employee relations, labor relations, compensation, classification, training development and delivery, risk, safety, recruitment, employee benefits, automated personnel/payroll system, wellness, and employee recognition.
Oversee the development and strategy of labor negotiations and labor-management relations.
Oversee the staffing, budget development, and management assistance for Civil Service and the Board of Equalization.
Develop and administer personnel policies and procedures in compliance with federal and state laws and regulations.
Effectively respond or direct the resolution of confidential and highly sensitive human resource related issues, complaints, or emergencies.
Develop and manage the Department's budget; including the management and administration of contracts and grants.
Requirements / skills:
Proven leadership experience in a senior management position of a complex multi-faceted Human Resource organization. (Local government experience preferred.)
Significant supervisory responsibilities
Experience in labor relations to include negotiations and/or mediations
