Transposing on time via Labour Code amendments, building on a strong base (salary ranges in job ads and pay gap reporting since 2019). One of the most proactive member states and a 'heavy' jurisdiction for multinationals.

What is Pay Transparency?

The EU Pay Transparency Directive (Directive (EU) 2023/970) is a binding EU law requiring pay equity for equal work between women and men. It introduces mandatory rules around salary disclosure, pay gap reporting, and worker rights — applying to all EU employers, public and private.

What employers must do in Lithuania

Before hiring

  • Continue disclosing the initial pay or pay range in job postings (mandatory since 2019)
  • Do not ask candidates about pay history; use gender-neutral job titles and adverts

During employment

  • Establish a remuneration system (under amended Article 140 of the Labour Code) classifying positions by objective, gender-neutral criteria, including qualifications
  • Where a collective agreement sets the pay system, it applies to all employees, not only union members
  • Respond to employee pay information requests within 1 to 2 months

Reporting and monitoring

  • All employers, regardless of size, submit monthly pay, hours and job-category data to Sodra (State Social Insurance Fund Board), which feeds gender pay gap reporting; internal reporting applies from 20+ employees
  • Remediate unjustified gaps of 5% or more within 6 months
  • Administrative fines may rise to €6,000
